Summary
This report describes all the institutional options for introducing more competitive dynamics in European air traffic management. Each of the options contains a detailed description of the roles of various actors: Who has the right to provide a specific service? How to obtain and/or trade these rights? Which actor is responsible for key air traffic management tasks?
For each of the options, we also make an initial qualitative characterization of feasibility and expected effects: how to effectively realize this institutional design? And how will this change operational models of ANSPs and required skills and tasks of their employees?
