This deliverable will synthesize insights from WPs 2 to 6 ie synthesize the findings from the analysis on both the national level and the local case studies to identify the regulatory institutional and sociotechnical environments in which best practices find the best conditions for upscaling and a wider diffusion Also barriers for upscaling and a wider diffusion will be identified
